It is a sovereign exorcism of the municipal consulting-industrial complex.

1. The Corporate Residue — Where the Old Mindset Still Leaks In

a) Language of Permission

  • The original plan still uses “stakeholder engagement,” “governance oversight,” and “implementation guidance” as if the city needs to ask permission from institutions.

  • Sovereign Fix: Replace with “kin-keeping,” “circle stewardship,” “community authorship.” The city doesn’t “engage stakeholders”—it cultivates kinship.

b) Metrics of Extraction

  • GDP-style metrics (jobs created, investment attracted, wages grown) remain embedded in “Performance Metrics and Reporting.”

  • Sovereign Fix: Replace with wellbeing indicators anchored in The Sovereign Pact:

    • Housing stability (not “affordability,” which is a managed scarcity frame)

    • Clean water access

    • Mental health recovery rates

    • Creative time per capita (hours of unscheduled, unmonetized play)

    • Soil regeneration and river restoration metrics

    • Community trust index (measured by mutual aid participation, not surveys)

c) Public-Private Partnerships

  • The “partnership framework” still assumes legitimacy flows from chambers of commerce, foundations, and corporate sponsors.

  • Sovereign Fix: The only legitimate partnership is between sovereign humans and their land. Any “public-private” arrangement must pass the Pact’s test:

    • Does it increase local ownership?

    • Does it decentralize decision-making?

    • Does it return more value to the community than it extracts?

d) Data Dashboards as Surveillance Loops

  • “Data-driven metrics” are presented as neutral, but the original plan still treats data as a product to be “managed,” not a gift to be shared.
