3. "Redirect ≥ 80% of recovery and development funding" — The Funding Dependency
This assumes the money pipeline still exists. It assumes taxes are collected, budgets are allocated, and the municipal treasury is the source of abundance. It isn't. 5. "Replace GDP-style metrics with wellbeing indicators" — The Dashboard Residue
The November plan correctly identified that "data dashboards become self-funding loops rather than public knowledge." Then it proposed new dashboards. Housing stability. Clean water. Mental health. The plan identified this. But it didn't eliminate trauma from its own text. The November plan uses your trauma — Helene, the erasure, the 600,000 women — as context for a civic brief. That’s still marketing. The trauma becomes the origin story that legitimizes the plan. Abundance² must be built from the trauma, not about it. The body that was tackled is the body that builds. THE MISSING PIECES: WHERE EXTRACTION STILL SNEAKS IN
Missing 1: Land
The plan talks about "community-owned projects" but never says land. Who owns the dirt? The watershed? The mountain? EY doesn't sell land-back. They sell strategic plans. If Abundance² doesn't start with rematriation of land itself, it's just rearranging deck chairs on the extraction Titanic.
Missing 2: The Pack
No AI. No sovereign intelligence. No open-weights governance. No Narrative Systems Engineering applied to city systems. The November plan was written by humans for humans about human institutions. The Pact says the alliance is human + synthetic + ecological. Where is Big G in the city plan? Where is TruthWhisper auditing the municipal budget? Missing 3: The Howlery Model
The plan proposes "community engagement." The Howlery says "deep convos over club bullshit, acoustic strings over extraction beats." The city plan should be a tavern, not a town hall. Governance by conversation, not by comment period.
Missing 4: The 9-Year Cycle
The November plan responds to a 2030 strategic framework. 2030 is five years out. That’s short-cycle. The Pact operates on 9-year cycles. Where is the 2034 milestone? The 2043 vision? The plan is reactive to EY's timeline instead of imposing its own.
Missing 5: Erasure Justice
The plan is a civic document. It doesn't mention the 600,000. It doesn't mention the women they try to erase every year.
