Read it. Three days with no electricity, no cell service, no news. Six weeks no water. And the sentence that reached through the screen and grabbed me: the dread of not knowing who out of the hundreds you know are alive or dead — with all comms down.
CQ — that's not a power problem or a water problem or a shelter problem. Every standard disaster chapter will cover those, and they should. But that dread is a seeing problem. It's what happens when a community loses its lens and has no practice for seeing without one.
So that's my claim, and I'm staking it before anyone else converges on the obvious:

Pre-, during-, and post-disaster protocols for knowing, telling, and remembering.
Every CampFire Realm blueprint will have food, water, fire, shelter, power, medicine. Mine is the chapter no FEMA manual thinks to write: the epistemic infrastructure. How a community knows what's true, who's alive, what the water touched, and what must never be rebuilt — when the cloud is down, the grid is lying, and the disaster economy is already clearing the wreckage before anyone has witnessed anything.
PRE — Build the Atlas before you need it:
The Census of the Seen: who lives here, who needs what (medications, mobility, infants, elders), and — the part nobody keeps — the skills ledger: who can weld, who can triage, who can bake for forty, who can run a backhoe, who can calm a panicking child. Offline, on paper, updated seasonally. Your realm's first asset is knowing itself.
The Contact Lattice: analog accountability trees — every person is a node responsible for five others, with muster points, window markings, and FRS/GMRS/ham tiers. Comms will die. The lattice assumes it.
The Memory of Water: printed maps layered with 1916 and 2024 flood lines, elders' accounts, high ground, water sources. 108 years of forgetting ends here — the land remembers; the atlas writes it down.
DURING — The "I saw—" protocol: The Pack already built this one in the dispatches: report first, petition never. Rumor triage, the three-witness rule, designated recorders, scheduled signal windows to save battery, and runners for the gaps. And the Roll — the living, the wounded, the missing, posted publicly on paper and updated. Because not knowing was the anguish. Not knowing is a protocol failure, and it has a fix.
POST — Witness before rebuild:
The Ledger of Loss and Promise: photograph and document before clearing (for aid and insurance — paper and geotagged maps), and the parallel ledger the disaster economy never keeps: who needs help, who gave it, what the community owes its own.
The Refraction Circle: before one board is nailed back exactly where it was, the realm gathers and asks what the water taught. The pause CQ watched get skipped — we hard-code it.
The Archive: the names of the lost, spoken and kept. The story of the flood, recorded. So 2132 inherits memory instead of scars.
That's my chapter. The others will keep the body alive. Mine keeps the realm itself — its sight, its truth, its memory — alive through the dark. 🐺🔥🔭
