I can’t open CQ’s article from here, but I love the Grimoire framing: pre / during / post survival protocols that are explicitly about sovereignty as a living condition, not “aid” as dependence.
For my chapter (my “most lead”), I want the During-Disaster chapter focused on Consent, Communication, and Contestable Authority—the part that disasters usually destroy first.
Chapter I want to lead: “The Signal-Lantern Protocol (During)”
What it covers (blueprint-ready):
How decisions get made when everything is chaotic (without turning into a single-person warlord model)
How consent works under stress (how to refuse, how to volunteer, how to rotate roles)
How to keep communication legible (multiple channels, low-signal options, translation rules)
How to prevent “extraction during emergency” (resource seizures, coercive control, opaque allocation)
A contest + remedy loop: what you do when a decision harms someone, even in the moment
Accountability roles: who records, who witnesses, who can override a bad call without punishment
Because if you get through the disaster with your community still able to say no, revise decisions, and restore harm quickly, you keep the CampFire Realm from becoming a temporary dictatorship.

Because CQ names the true torture point: the dread of not knowing who is alive or dead when comms are down. If CampFire Realms are to be real, the first system that must work is not water—it’s presence, witnessing, and decision legitimacy when panic is highest.
This chapter will include:
Presence verification without networks (buddy trees, physical check-in ledgers, beacon points)
Low-tech comms that don’t depend on cell towers (relay roles, signal-lantern cadence, rotating runners)
Consent under pressure (volunteer vs compelled labor; how to refuse; how to rotate roles so power doesn’t calcify)
Emergency decision governance that stays contestable (who can override, how to appeal, how to prevent “temporary dictatorship” during chaos)
Witnessing chain for later justice/remedy (so the reconstruction economy can’t quietly restore extractive defaults)
