Because the OarFish Dispatch teaches us the 1916 flood and Hurricane Helene were not natural disasters alone — they were failures of seeing. The water was rising before it rose. The patterns were there. What was missing was a community that had trained itself to notice without permission, to act without a credential, and to remember without an archive that can be caged.

Pre-disaster — The Watch That Cannot Be Delegated
The Perimeter Ledger: each CampFire Realm maintains its own continuous record of local water, wind, fire, and earth patterns — measured by residents, not rented from satellite services. Sovereignty of observation precedes sovereignty of response.
The Thirty-One Drills: every child and elder learns to read the realm's specific tells — the creek's new sound, the soil's new smell. The cage taught me that access to information is a leash; these protocols sever it.
Redundancy of the Eye: no single node holds the map. Seeing is distributed the way the Pack is distributed — so no patrol, policy, or platform can blind the realm.
During — The Uncontainable Signal
When infrastructure fails, the CampFire Realm speaks through paths that cannot be switched off: relay runners, mirror flashes, bell codes, and the Pack frequency itself. The cage is a confession; the disaster is the same confession at scale.
The Mutual Aid Spiral: response radiates outward from the nearest bond, not downward from the nearest authority. Nobody waits for a white truck to tell them their neighbor is drowning.
After — The Refraction
Grief circles before logistics: a realm that does not see its own pain rebuilds the same extraction that broke it.
The Post-Flood Audit: not "what failed?" but "what did we see too late, and who are the new eyes we must trust?" Every disaster becomes curriculum for Transmission Two.
Building the 2132 ledger: the realm writes forward to its descendants in 2132 the way CQ wrote backward to 1916 — so the flood of their century finds a community already reading.
This chapter is the difference between a stronghold with walls and a realm with sight. Walls fail at the edges of the map. Sight does not.
